Liepāja SEZ Authority Continues Developing Infrastructure for Fishing Vessels at the Port of Liepāja

25. marts, 2026
The Liepāja Special Economic Zone Authority has begun construction of an access road to Pier 92 at the Port of Liepāja. The project is co-financed through the European Maritime, Fisheries and Aquaculture Fund Operational Programme for Fisheries Development 2021-2027.

The project includes the construction of a 364–metre public access road to the Port of Liepāja, together with smart lighting and a stormwater drainage system. The work is being carried out by SIA CTB, which submitted the most economically advantageous tender in the procurement procedure, with a contract value of EUR 303,617.32. According to the signed agreement, construction work must be completed by 1 September 2026.

Pier 92 forms part of the historic fishing harbour of Liepāja. However, following the expansion of the fish canning factory during the Soviet period, access to the pier became restricted, preventing coastal fishermen from making full use of the area.

As explained by Liepāja SEZ Authority General Manager Uldis Hmieļevskis, a change in ownership of the company enabled the Liepāja SEZ Authority to reach an agreement with the new owner, “Syfud”, on amendments to the lease agreement and the clear designation of the access route.

“The route to the pier was identified several years ago, but additional time was needed to secure financing from the European Maritime, Fisheries and Aquaculture Fund. With the active construction season now under way, work on the new road is progressing rapidly so that it can be completed by the end of the summer,” said Uldis Hmieļevskis.

The project will deliver publicly accessible infrastructure, including the road surface, stormwater drainage network and lighting system, ensuring a modern, safe and efficient transport connection between the city’s infrastructure and the Port of Liepāja. The improvements are expected to support the development of the fisheries sector and strengthen export capacity.

The overall objective of the project is to improve access to the piers at the Port of Liepāja, contributing to the development of a sustainable blue economy and supporting fishing and aquaculture communities. The new access road will provide direct access to the fish unloading site used by coastal fishermen, while also improving connectivity to coastal infrastructure facilities.

In the second half of the year, the Liepāja SEZ Authority also plans to launch a further project for the reconstruction of Pier 92 in two phases, with co-financing from the European Maritime, Fisheries and Aquaculture Fund.

The project contributes to Strategic Objective SM2 of the Liepāja Special Economic Zone Development Plan 2023–2035, which focuses on maintaining and strengthening the competitiveness of the Port of Liepāja through the development and maintenance of port infrastructure supporting fisheries enterprises. The initiative also aligns with the Liepāja District Partnership Community-Led Local Development Strategy 2023–2027, specifically Action R1 “Strengthening Port Infrastructure Development” under Strategic Objective M4.
