Overview of development opportunities

The Liepāja Special Economic Zone (SEZ) covers 3,979 hectares, or around 65% of the city’s territory. It offers extensive opportunities in both development‑ready areas and modern, fully equipped industrial parks designed to meet the needs of different sectors.

Liepāja’s network of industrial parks combines large‑scale manufacturing capacity with infrastructure ready for immediate use. SEZ tax incentives provide additional stability for companies establishing new operations or expanding existing ones.

Future development projects and initiatives

The long-term development strategy of Liepāja and the Liepāja SEZ envisions large-scale transformation of the degraded areas into new industrial and residential districts, marking the city’s next chapter of growth.

Liepāja Industrial Park is one of such most ambitious projects. It’s the transformation of the former “Liepājas Metalurgs” steel plant site into a modern industrial park covering approximately 120 hectares. The project aims to redevelop this historic industrial area into a sustainable, high‑value zone aligned with the Smart Specialisation Strategy (RIS3). The park is located between Brīvības, Meldru, Ezermalas, Parka and Zemnieku streets, adjacent to Lake Liepāja – a NATURA 2000 protected area – which sets high environmental standards for development. Current priorities include attracting green energy and circular economy companies and designing new engineering infrastructure.

Residential development at 138 Klaipēdas Street

is another major step in expanding the city’s high‑quality living environment. It projects development of a new residential district in the southern part of Liepāja, between the Pērkone Canal and the Baltic Sea. Covering 25.4 hectares, the development will provide homes for around 1,000 residents, helping attract and retain talent and supporting the city’s long-term growth.

The northern section of the area is planned for multi-storey residential buildings of up to nine storeys, gradually stepping down to five storeys closer to the sea to create a more harmonious coastal landscape. In the southern section, the focus shifts to low-rise housing of up to three storeys, offering a calmer and more intimate residential atmosphere. Meanwhile, a mixed-use zone near Vētru Street will bring together housing, public services, and community functions, creating a lively and well-connected urban environment.
