Construction of the access road to Pier 92 at the Port of Liepāja nears completion

20. augusts, 2026
The Liepāja SEZ Authority continues to improve the infrastructure required by fishermen by constructing an access road to Pier 92 at the Port of Liepāja.

The project is financed by the European Maritime, Fisheries and Aquaculture Fund under the Operational Programme for Fisheries Development 2021–2027. It includes the construction of a 364-metre public access road, together with a smart lighting system and a stormwater drainage system. Following the procurement procedure, the contract was awarded to SIA “CTB”, which submitted the most economically advantageous tender of EUR 303,617.32. Construction is scheduled to be completed by the end of August.

Until now, access to Pier 92 at the Port of Liepāja has been severely restricted, meaning that fishermen have been largely unable to use it. To resolve the situation, the Liepāja SEZ Authority reached an agreement with the fish-processing company Syfud on amendments to the lease agreement, secured financing from the European Maritime, Fisheries and Aquaculture Fund, and began construction of the access road in spring this year.

According to Uldis Hmieļevskis, General Manager of the Liepāja SEZ Authority, the final construction works are now under way, and this much-needed infrastructure will soon become available to fishermen.

“The new access road will not only improve the operation of the fisheries sector but will also provide access to other port infrastructure facilities, including the Liepāja Lighthouse,” said Uldis Hmieļevskis.

In parallel, the Liepāja SEZ Authority and Liepāja City Municipality are working together to create a multi-layered multimedia exhibition inside the lighthouse. Spanning five floors, the exhibition will combine projections, sound, lighting and animated historical stories, enabling visitors to explore the development of the Port of Liepāja from its origins to the present day.

SIA “CTB” is constructing publicly accessible infrastructure comprising the road surface, stormwater drainage networks and lighting. This will provide a modern, safe and efficient transport connection between the city’s infrastructure and the Port of Liepāja, while supporting the development of the fisheries sector and strengthening export opportunities.

The project aims to improve access to the piers at the Port of Liepāja, contribute to the development of a sustainable blue economy, and support the growth of fishing and aquaculture communities. The new access road will provide access to the fish unloading site used by coastal fishermen and improve access to other coastal facilities.

Key benefits of the project:

  • construction of a 364-metre access road;
  • installation of a stormwater drainage system;
  • installation of energy-efficient smart lighting;
  • improved access to Pier 92 and the fish unloading site;
  • support for the development and export capacity of the fisheries sector;
  • improved access to the Liepāja Lighthouse and other coastal facilities.

About the project

The project is financed by the European Maritime, Fisheries and Aquaculture Fund under the Operational Programme for Fisheries Development 2021–2027, Measure U31421.2 “Strengthening Port Infrastructure Development”, Sub-measure U31421.2.01 “Action 1”.

On 8 November 2024, the Liepāja SEZ Authority received a decision from the Rural Support Service approving the project application “Construction of the Liepāja Port Access Road”.

The project contributes to Strategic Objective SM2 of the Liepāja Special Economic Zone Development Plan 2023–2035, which focuses on maintaining and strengthening the competitiveness of the Port of Liepāja, including the maintenance and development of port infrastructure supporting fisheries enterprises.

The project is also aligned with the Liepāja District Partnership Community-Led Local Development Strategy 2023–2027, specifically Action R1 “Strengthening Port Infrastructure Development” under Strategic Objective M4, thereby contributing to the achievement of the Operational Programme’s objectives.
