Construction Investment in Liepāja Rises by 63% in 2025
The largest single project contributing to this growth was the construction of the Liepāja Prison Complex by the Ministry of Justice.
At the same time, the residential sector continued to develop actively, with construction starting on several new apartment buildings. The first of these projects is expected to be commissioned already within this year.
In total, 118 properties were commissioned in Liepāja in 2025, including both new constructions and renovated or reconstructed buildings. This represents a 35% decrease in the number of completed properties compared to the previous year. However, despite the lower number of completed projects, overall construction investment increased significantly, driven by several large-scale developments.
The largest share of investment was concentrated in the prison complex project at 29 Alsungas Street, which was completed and commissioned last August, with total investment reaching EUR 125.87 million.
Beyond this flagship project, significant investments were also made in manufacturing and port-related infrastructure, totalling EUR 13 million. Among the largest completed projects in this category were the new production facility of “Jensen Metal” at 11 Virssardzes Street, the reconstruction of the production building of “AE Partner” at 1/3 Ganību Street, and the new warehouse facility of “Brimer Liepaja”, Jsc. at 37 Atslēdznieku Street.
Municipal investment in urban environment improvements in 2025 focused on infrastructure development in the area of the former “Liepājas Metalurgs” steelworks, as well as the reconstruction of street sections on Ploču Street, Ālandes Street and Zemeņu Street. Works also included the construction of a sidewalk and pedestrian crossing on Liedaga Street.
In the historic city centre, three beach access points were redeveloped, and a section of Seaside Park was landscaped. In addition, a 431-metre shoreline reinforcement structure– a groyne – was built along the Liepāja wastewater treatment plant. Altogether, the municipality implemented 16 construction projects, with a total investment of EUR 11.9 million.
In the public services and commercial sector, EUR 9.3 million was invested. The three largest projects included the disaster management centre at 18 Pulvera Street, the renovated apartment building at 7 Kūrmājas Prospect, and a new commercial building at 11 Pulkveža Brieža Street for the “top!” grocery store.
Private residential investment also remained active, with EUR 4.6 million invested by residents in property development and renovation. In total, approximately 70 private properties were developed, including 10 new residential buildings on Zemeņu, Upeņu, Durbes, Dundagas and Klaipēdas Streets.
Overall, 1,003 construction projects were approved in 2025, representing a 14% increase compared to the previous year. The number of building permits issued also rose by 19%, reaching a total of 136. According to data from the Construction Information System (BIS), there were 4,649 active construction cases in Liepāja at the beginning of 2026 – approximately 500 more than a year earlier.
