The projects will offer both apartments for purchase and rental housing, including affordable rental apartments. Together, the developments are intended to create a contemporary and cohesive living environment for residents of Liep\u0101ja.<\/span><\/p>\n

At Debess Street 1, apartments will be available for both sale and rent. Meanwhile, affordable rental housing supported by ALTUM will be developed at Debess Street 2 and 3. Both projects are scheduled for completion in summer 2027.<\/span><\/p>\n

Debess Street 1 \u2013 Apartments for Sale and Rent<\/span><\/p>\n

A six-storey residential building with a basement level and 58 apartments will be constructed at Debess Street 1. The development will include two-, three- and four-room apartments ranging in size from 37 to 84 square metres, each featuring either a balcony or terrace.<\/span><\/p>\n

The basement level will include individual storage rooms and shared bicycle parking facilities. The building\u2019s architecture and interior finishes will incorporate high-quality materials and distinctive design solutions, giving the Debess Street development a recognisable architectural identity.<\/span><\/p>\n

All apartments will be delivered with full interior finishing. Rental apartments will additionally include fitted kitchens with appliances and fully equipped bathrooms. Pre-reservations for apartment purchases are expected to begin shortly, while rental opportunities will become available following the commissioning of the building.<\/span><\/p>\n

This also creates an important opportunity to expand and improve the city\u2019s housing stock. Both current residents and people planning to move to Liep\u0101ja will have a wide range of housing options to choose from. Debess Street 2 and 3 \u2013 Affordable Rental Housing with ALTUM Support<\/span><\/p>\n

Alongside the Debess Street 1 development, three additional residential buildings with 140 affordable rental apartments will be constructed. The apartments will range in size from 41 to 71 square metres and will be offered fully finished, including fitted kitchens and fully equipped bathrooms.<\/span><\/p>\n

The project is being implemented with ALTUM financing from the European Union Recovery Fund. The Liep\u0101ja City Municipality will organise the apartment allocation process, including the establishment of a waiting list and the identification of priority resident groups in accordance with Cabinet of Ministers regulations.<\/span><\/p>\n

Infrastructure and Living Environment<\/span><\/p>\n

One of the project\u2019s key advantages is its location near the sea and surrounding pine forest, combining access to urban infrastructure with proximity to nature.<\/span><\/p>\n

The development area is planned to include modern and carefully designed infrastructure, featuring parking spaces with electric vehicle charging stations, bicycle parking and landscaped outdoor areas for recreation. Plans also include the creation of walking paths with benches and lighting, children\u2019s playgrounds and dedicated leisure zones, contributing to a safe and high-quality living environment.<\/span><\/p>\n

Funding for the affordable rental housing project has been allocated through the ALTUM programme \u201cLoans for the Construction of Low-Rent Housing with a Capital Discount\u201d. The total cost of the project amounts to EUR 16.7 million, including EUR 12.4 million provided through an ALTUM <\/span>loan financed by the European Union Recovery Fund, EUR 2.75 million in additional ALTUM financing, and more than EUR 1.5 million in co-financing from HAGBERG.<\/span><\/p>\n
